At this time, three-minute comments will be taken from the audience on any topic. To address the Council,
please submit a fully-completed request card to the City Secretary prior to the beginning of the Citizens’
Input portion of the Council meeting. No action can be taken by the Council during Citizens’ Input.

Consent Agenda - CONSENT AGENDA
The following may be acted upon in one motion. A City Councilmember or a citizen may request items be
removed from the Consent Agenda for individual consideration.
7A. Consider action to approve minutes from the February 10, 2015, City Council Work Session and
the February 17, 2015, City Council Meeting.
7B. Consider action to approve a resolution accepting the bid of and awarding a contract to Wilson
Contractor Services, LLC in the amount of $1,391,074.14 for the total base bid plus 10 percent
contingency in the amount $139,107.41 and up to $15,000.00 for the early completion bonus,
resulting in a total project amount of $1,545,181.55 for the Off-site Water Mains for the 1.25 MG
Elevated Storage Project and authorize the Mayor to execute the necessary documents for said
services.
7C. Consider action to approve a resolution entering into an Interlocal Cooperation Agreement
between the City of Rowlett and the City of Garland for the purpose of maintenance of roadway
and infrastructure improvements across a strip of land approximately 100-feet in width within
Garland’s city limits.
7D. Consider a resolution approving a tree mitigation plan and related tree removal permit application
for more than three trees associated with QuikTrip for property located at 5001 Lakeview
Parkway.
7E. Consider approving a Joint Election Contract with Dallas County Elections Department for the
May 9, 2015, Local Option and Bond Elections.
