At this time, three-minute comments will be taken from the audience on any topic. To address the Council,
please submit a fully-completed request card to the City Secretary prior to the beginning of the Citizens’
Input portion of the Council meeting. No action can be taken by the Council during Citizens’ Input.

Consent Agenda

The following may be acted upon in one motion. A City Councilmember or a citizen may request items be
removed from the Consent Agenda for individual consideration.

7A. Consider action to approve minutes from the April 18, 2017 City Council Regular Meeting.

7B. Consider action to approve a resolution accepting the bid of and awarding a contract to Ragle,
Inc. in the amount of $1,319,281.75 for the total base bid, a contingency amount of $30,000.00,
and an early completion bonus of up to $10,000.00, resulting in a total project budget of
$1,359,281.75, for the Primrose Lane Paving, Drainage, and Utility Improvement Project, and
authorizing the Mayor to execute the necessary documents for said services.

7C. Consider action to approve a resolution providing the City Manager authority to enter into an
agreement with DataProse for printing and mail processing services through an Interlocal
Cooperative Purchasing Agreement with the City of Plano.

7D. Consider action to approve a resolution adopting a public art policy for donations and loans of
artwork.

Consider a resolution approving a request for Alternative Building Materials for Still Water
Community Church on property located at 8401 Princeton Road, further described as being Lot
1, Block 1, Princeton Park Baptist Church, City of Rowlett, Dallas County, Texas.

Item 8A

Conduct a public hearing and consider an ordinance requesting two Major Warrants to eliminate
each of the minimum height requirements in “Sub Area 2” and “Sub Area 3” of the Signature
Gateway (E1) District. The subject property is located at 4370 Chaha Road, further described as
33.88 acres +/- in the John D Alston Survey, Abstract 7, Page 071, City of Rowlett, Dallas County,
Texas.

Consider a resolution approving a Tree Mitigation Plan and related Tree Removal Permit
application for more than three trees for the property located at 1901 Lakeview Parkway, further
described as being 6.854 +/- acres out of Reason Crist Survey, Abstract No. 225, City of Rowlett,
Dallas County, Texas.

8C. Consider a resolution approving a Tree Mitigation Plan and related Tree Removal Permit
application for more than three trees associated with All Storage for property located at 1800 and
1900 Castle Road, further described as 4.979 +/- acres of land, as being all of land Lots 4 and 5,
Block A of Bubbus Addition No. 1, City of Rowlett, Dallas County, Texas.
