Consent Agenda - CONSENT AGENDA
The following may be acted upon in one motion. A City Councilmember or a citizen may request
items be removed from the Consent Agenda for individual consideration.
7A. Consider action to approve minutes from the July 15, 2019 City Council Special Work
Session and the July 16, 2019 City Council meeting.
7B. Consider action to approve a resolution authorizing the City Manager to execute amended
interlocal agreements between the cities of Rowlett, Garland and Mesquite for joint use of
the GMRS Public Safety Radio System.
7C. Consider action to approve a resolution authorizing the City Manager to accept the 2018
Rowlett CERT Enhancement Project grant award in the amount of $4,998.25, under the
2018 State Homeland Security Program.
7D. Consider action to approve a resolution executing Task Authorization FY19-GA-05 in the
amount of $397,000 with Grantham & Associates, Inc. for the engineering design of the
Lake Ray Hubbard and Miller Road 20” Force Main, and authorizing the Mayor to execute
the necessary documents for said services.
7E. Consider and ratify appointments to the 2020 Census Complete Count Committee.
7F. Consider a resolution approving a Reimbursement Agreement between the City of
Rowlett, Texas and Sapphire Bay Land Holdings I, LLC, for reimbursement of engineering
design costs for the Miller Road Near PGBT– Parallel Gravity Sewer Project (Project No.
SS2144) in an amount not to exceed $82,790, and the Rowlett Road Lift Station – Parallel
Downstream Force Main Project (SS2143) in an amount not to exceed $132,040.

Items 8B & 9 - 8B. Present the Community Development Block Grant Program – 2019 Annual Plan; conduct a public hearing requesting citizen input on participation in the program; consider a resolution supporting participation in the Community Development Block Grant programs, adopting the 2019 Community Development Block Grant Annual Plan; and authorize the City Manager to execute and submit all documentation and certifications to the United States Department of Housing and Urban Development.
